Scope of Services

Type of services:

URS is seeking proposals from qualified firms to provide pension system investment consulting services. The services requested are those that are checked below:

q       Advising the Retirement Board on investment guidelines and policies

q       Advising on investment management analysis

q       Advising on strategic and tactical investment issues

q       Advising on investment operations (internal vs. external management)

q       Advising on proxy policies

q       Advising on asset allocation

q       Advising on management structure (active vs. passive, investment style mixes)

q       Advising on performance measurement

q       Advising on additional asset classes

q       Advising on alternative asset vehicles

q       Providing special research on asset classes

q       Presenting economic forecasts

q       Assisting in rebalancing activities

q       Providing manager searches and selections

q       Providing custodian bank search and selection

q       Performing quarterly performance analysis

q       Performing asset and liability analyses

q       Performing trading cost analyses

q       Providing educational sessions (# of sessions)

q       Providing on-site consultation and assistance (# of meetings)

q       Providing objective and creative input in the process of fulfilling its fiduciary   responsibilities

q       Attending meetings held (frequency) in (location). It is expected that the (describe which) consultant(s) will attend each meeting.
