Dear Mr. Blow:
The Trustees of the Utopia Retirement System (URS) are seeking proposals from qualified firms to provide actuarial services for their defined benefit plan.
Enclosed is our Request for Proposal. In order to assist you in evaluating this opportunity and preparing a response, we have also enclosed: 1) our most recent comprehensive annual financial report, which contains a brief description of the retirement plans, an organizational chart, and details about the plan assets; 2) all current actuarial related policies; 3) our most recent actuarial reports and experience studies; 4) a scope of services; 5) RFP questions; and 6) a sample contract URS regularly uses with service providers.

NAPPA Notes to the cover letter: If you have a comprehensive annual financial report, you will not have to reiterate pertinent facts about your system in the cover letter or the body of the RFP.
Some systems may not want to enclose copies of their annual report and policies but rather refer the respondents to their website for this information.
